John Kennedy’s AI Emergency Button Act makes a real policy argument: advanced AI developers should be required to install an emergency shutoff mechanism, while the companies themselves—not the federal government—retain control of that switch. Kennedy has argued that even a small chance of advanced AI escaping meaningful human control deserves precaution.  That policy argument sits alongside an administration policy favoring rapid American AI development while resisting what the White House describes as overly burdensome regulation. The June 2 executive order simultaneously promotes AI innovation and acknowledges new national-security risks from advanced AI.  So the interesting question is not whether those positions are automatically contradictory.
